在班级中设置班干部，旨在培养学生的民主意识与民主作风，学会自治自理。然而在当今的中小学却存在着这样一些问题：班级干部相对固定，使一些学生养成了“干部作风”，不能平等地对待同学，而多数学生希望能为班级做点事，却缺少机会；学生在社会环境及部分家长影响下，往往把班干部标志只看成是荣誉的象征。“班干部”的观念，“荣誉”重于“责任”；只把班干部看成是“老师的助手”，忽视干部是“群众的代表”；学生都想当干部、当个好干部，但缺乏“每个人都是班级小主人”、“争取做合格的班级小主人”意识。这说明在班级管理中，班干部特殊化、多数学生在班级管理中缺乏自主性是比较普遍存在的问题。
